Etymology: Sinocyclocheilus: Latin, sino, sina = from China + Greek, kyklos = circle + Greek, cheilos = lip (Ref. 45335); pingchowensis: Name 'pingchowensis from the type locality of the new species, Niu-He (Pingchow River).

This species is distinguished from its congeners by the following set of characters: normal eyes; 5-6 scale rows below lateral line; normal scales not embedded beneath the skin; length of the shortest branched caudal fin more than half of the longest; lateral-line scales (48-54); head (width 12.6-15.3%SL); branched pelvic-fin rays (7); and posterior angle of the gill opening horizontal to the centre of the eyes (Ref. 138663).
