Etymology: Eviota: No etymology given, suggested by Christopher Scharpt: from Latin 'eu' for 'true' and 'iota' for anything very small, in combination 'truly very small' referring to it as being the smallest vertebrate at the time it has benn described by Jenkins (thus, making the suggestion by Scharpt plausible; hoesei: Named for Douglass F. Hoese, in recognition of his important contributions to the systematics of gobioid fishes.

Épines dorsales (Total) : 7; Rayons mous dorsaux (Total) : 8 - 9; Épines anales: 1; Rayons mous anaux: 7 - 8; Vertèbres: 26. This species is distinct from its congeners by the following characters: D VI + I, 9; A I, 8 (usually); some pectoral-fin rays are branched; cephalic sensory-pore system pattern 2; 2 diffuse to prominent dark spots at the base of pectoral fin; fifth segmented pelvic-fin ray present, usually about 1/10 length of fourth ray; and 6 subcutaneous bars/spots on lower postanal trunk (Ref. 59013).
Body shape (shape guide): fusiform / normal.
Collected from tidepools and rock and coral reefs in lagoons and reef slopes (Ref. 59013).
